The country that is not us as police officers, I am speaking as a citizen.
Years of experience and knowledge of seasoned Police officers is telling the government they have made serious misjudgements. Not only in bringing about the role of the PCSO but thinking they can con the British public into thinking there are more Police on the streets with their budget version.
That is what they are doing at the end of the day. :)
You make the mistake of thinking that the majority of the general public know the difference and don't see somebody in "a police like uniform". This is what our dear government is counting on unfortunately.
I was feeling a bit happier about things until I read that. Damn you! ;-) Whilst on one hand it is "good" that at least there is a presence of some sorts on the streets, the question still remains where the hell are all the police officers. Ah yes.... stuck in custody, doing pointless investigations blah blah yawn
There is a PSCO round here, who wanders around the streets, with his hands in his pockets, his cap pushed back on his head, and his oversized flourescent jacket undone. To be frank, he looks a mess. When I first noticed him, I thought he was a builder wearing a funny hat. When I got closer, I realised, and I was shocked.
Now, I'm not a particularly tidy person anyway, but I expect nurses and doctors to be neat, and clean and I expect police officers to be smart. Not necessarily shirt and tie smart, but certainly not unzipped oversize jacket.
This guys beat takes him directly past the main police station. How difficult would it be to stop in and change to a lightweight jacket?
I have NEVER EVER seen an attested police officer look so untidy and unprofessional, and I work with cops a lot, so I have seen them in most states of dress.
Like most things there are pros and cons for everything, while the public may see a person in uniform, when they ask for assistance the PCSO will try deal his/her best then call for a police officer if his/her powers will not let them, the public may feel (quite rightly) why have PCSOs and not more coppers.
Shape of things to come sadly. Is the Public getting a better or worse sevice? We all know the answer to that.

We honestly cannot tell the difference between "real" policemen and PCSOs; a police uniform is a police uniform.
Five is a nice number of police uniforms to see around, so we are quite happy, thank you.
The high profile presence of PCSOs has presumably released "real" policemen to do more important police work, like catch robbers and rapists and errant mororists?
My congratulations to your Chief Officer of Police, and may he/she long keep up this sterling work; he/she is setting an excellent example for others to follow.

I was going into my local supermarket the other day and noticed a large group of rowdy youths outside. Two PCSO'S approached them and attempted to get them to move along to which one of the youths shouts " F... off ya plastic twat! Yor not a real copper."
Sad but true.
I'm quite disappointed that 'piglet' didn't catch on.
They clearly dont know the difference until the shit hits the fan..
