From this video I think my earlier idea of fitting a sniper rifle or machine gun to the CCTV camera is a good one.
In answer to the question of if we can blame the passers by not getting involved.

the problem with that attitude is that us normal humans can no longer venture into our towns on a friday or saturday night. we are we going to get a grip on this?
There isn't anything a passer by ca or could do. They'd become victims themselves - or worse - even 'SUSPECTS'!
I've retired, but am seriously thinking of carrying something for self defence....even if it is a walking stick/cane!
