It isn't dumb drivers - the barriers are obviously too stupid to realise that those people just HAD to get down that road, regardless of the fact that they weren't entitled to.
I'm surprised that the local authority hasn't removed them to avoid the risk of being sued by these deadheads.
Don't you just love it when someone makes a total ass of themselves and in public!?
